I always thought with this issue (2009) #4323



that Canada Post was selling more non-stamp labels (6) than stamps (4).

It is an artistically strange configuration, like they ran out of stamps for the 10 spaces provided so they brought one back from 2008. Perhaps it was an after-thought, knowing they were going to issue a Christmas s/s from then on.
