I have just got a size #8 6c black Centennial PS envelope used in Ottawa in ??-??-1974. It has a faint mechine cancel. n the centre of the envelope is a fluorescent 24 about 3 mm high which I have not seen before.

Is this some form of Postal mechanisation marking ?
