Hi guys..We have all seen precanels but came across these 2 stamps that not only were precancels but had a NORMAL post office cancel..Normal or not...?

Robert, I wish you would explain that question.
Here in the States that happens. Anyone can use precanceled stamps with a permit - I have one of those. These precancels are then canceled at the counter of the post office where the permit is held. If you E-mail me your address I will gladly send you a cover like it.
What is the policy in Canada for using precancels?

Robert, I will mail it Monday since regulations say that I have to drop it off at the PO.
Let us know about the rules in Canada if you can!

You seek a postal history answer when all that remains are the stamps. Certainly the vast majority of precancels passed through the mail without any additional markings. The most likely answer for yours is these were on mail that somehow needed additional processing - forwarding, missent, return to sender, etc., and were passed through a machine as part of that processing.

If you lookup Canada precancel cover on ebay you can see that it is not that common. Not that I knew before this.
