No, it is not a precancel. If you read the footnota in Scott it says:"No 26 was not sold to the public in the ordinary way, but affixed to air mail letters by postal officials. It was not regularly obtainable unused." It was issued for a Pro Aero meeting May 21-22 1938. The stamp was surcharged.
Thanks for responding. I have a copy that is cancelled and mint hinged - not sure where I purchased it or when. So I am assuming that it is available as cancelled MNH. Correct?
From 23 May 1938 till 31 May 1938 this stamp was also sold CTO or canceled to order. On piece the stamp is worth about 20 Euro.s, as a canceled single about half that.
