In looking at this sheet I see a numbering system that I believe is a Scott's number. I happen to have a 1938 Scott's catalog but am looking to see how to translate the old #'s into the new numbers.
Scott numbers have changed significantly since the 40's. In those days The numbers simply continued; revenues started with 2800. Parcel Post was 1450-1461, Officials 1500-1640, etc.
Air Mails were just mixed in. 522a was what we call C3a. There were many changes, the old #1 was the Alexandria postmaster's provisional. What we call #1 was then #28.
