Can someone please refresh my (fading) memory on the period and reason revenue stamps were attached to express envelopes? I think that express shipments were subject to revenue taxes to fund the Civil War, (like many other things), but can't remember if there were caveats to this rule or the time period in effect.

I think I used to know this, but it's been many years since I've needed it and I think I pushed it out of my memory to make room for the answers to more time-pressing questions, such as "where did I leave my car keys?" and "was I supposed to buy milk on the way home?"

For a very short period of time there was an express tax, Oct 1, 1862-May 1, 1863. A 2 cent tax was for a charge from over 25 cents up to one dollar. A very scarce usage; the express label has a real value as well.

If I have this correct from Oct. 1, 1862 to May 1, 1863 tax on the individual cost of the express service:
Charges up to 25 cents, tax 1 cent
over 25 cents to $1.00, tax 2 cents
over $1,00, tax 5 cents

then replaced by a 2% gross receipts tax on the express company
