Is the paper different also? The darker stamp on the right seems to be on different paper.

There were many, many reprints and forgeries of these stamps and you can see quite a range of shades.

These two stamps have small differences in their design, e.g. in the size of the small flag at the top right and in the shapes of the letters of "Russkaya Pochta".

littleriverphil, You are correct. The paper is different. On the reverse of the stamp to the left the design on the obverse is quite transparent while the stamp on the right is much less so. Thanks for your keen observation.
