I have a fairly large amount of quality duplicates. A lot have no cost as they are from probate etc. Not looking to make a lot of money just enough to buy more stamps. So I guess the real question is when do SCF members that regularly sell on E whatever or shows track sales and expenses and pay taxes? No I am not from the IRS!

The simple answer is when Paypal sends you a 1099 which is triggered by sales of $20,000. Technically people should report on sales at any level but I think many don't.

Is that $20,000 on an annual basis or covering what period?

I don't know much about Paypal except how to use it to buy stamps, but 1099s are issued on an annual basis, with copies provided to the IRS.

Yes you get a 1099 for each calendar year in which you exceed $20000 in Paypal receipts.

Which is another reason why ebay avoids doing any significant vetting of accounts. It benefits them to look the other way if someone wants to dodge the tax man with stealth accounts.
