That's a pretty cool cinderella. Obviously a take on the first US postage due design (1879-1891). I wonder who the gentleman is. No doubt his initials are F.H.

The weird thing is, you can kind of see someone making their own postage stamps, or even revenue stamps.

But a postage due stamp???

What on earth for?

Why not positive? Perhaps a prominent early collector of postage dues?

I wonder if it's a not very flattering reference to Jersey City Mayor Frank Hague, a major political power from 1922 until 1949.

There is a picture of Frank Hague on Wikipedia. It doesn't look like the cinderella stamp portrait.

This item appears to be from the 20's; there is some similarity in the earliest photos. But it does not have to be. I suppose a stamp dealer might have done this, but I am not sure that postage dues were all that popular back then.
