I am on a tight budget and want to find software that will let me to overlay stamps to compare precancels, change the color of a stamp or precancel, also to measure the distance from various points on a stamp, add arrow's, lines etc to note features. I have basic paint, photoshop is more than I want to spend, any thing out there? Can it be done with basic paint? So far the best I could do was to get two stamps side by side. Thanks in advance!

Paint is very easy to load an arrow, any size / colour etc.
Post back if you need advice there.

For comparing, see this thread.

As for changing colors, measuring distances, drawing arrows, etc., you'd need a real photo editing program. If you want free, try Gimp.

Irfanview doesn't overlay pix, that is you can't take a pic & put it on top & move it around another pic, it will do all the other things you need though. And it's free

GIMP is a freeware version of Photoshop, bit of a learning curve though
