I have no idea what press this stamp was printed on, but it looks very much like something we call chill roller doubling. It is traced back to bad roller wiping.

spain_1850 and Petert4522 provide the most reasonable explanation. Stamps that look like that will either be caused by a worn plate or bad wiping.

These are not uncommon, and Facit doesn't even bother to list them for this issue (at least not that I've seen). I have several, as I am sure many others who specialize in Scandinavia also have. They are all characterized by the same basic appearance -- "SVERIGE" poorly printed and the solid background of the number circle is severely speckled.
