I have tried but cannot identify this stamp and need help as to year and purpose of overprint.

Rod is spot on. In the Scott catalog, these overprints will either be under Dalmatia or under Austria. In this particular case, Austria #N64(1919) with a 2017 Scott unused catalog value of $1.60.

It's in the back of the Austria listings, in the section Occupation Stamps, subsection Issued Under Italian Occupation, subsection General Issue.
