Please help in identifying stamps , the year of issue and issuer or country or anything about it.

That is part of a Victorian era British revenue stamp. It would have been attached to a document.

There are several threads here about these.

Here's one thread. Your item goes on the back and attaches through the document to the actual revenue stamp on front.
