Bisected Bolivian Revenues?

I'm not very knowledgeable about foreign revenue practices, but I came across something yesterday that made me curious. This is the left side of a bank check from the 1940s showing three bisected stamps, apparently paying some type of tax. I'm not certain whether these are actually revenues or postage stamps, but perhaps in Bolivia they were interchangeable. Is this type of usage unusual?
