Since it does not appear to pay a tax, it is not a revenue. Appears to be a butter quality control label used in Minnesota (so a state usage); there might well be examples for every state however.
These labels of certification for food products are relatively unexplored. My hypothesis is that the reason for both the state and federal agencies being listed is that this was a joint program. The federal certification necessary if the product was shipped across state lines.
I would not be so confident in denying this label's status as a revenue stamp. The federal meat inspection stamps of the 1890's and the first decade of the twentieth century also do not specify that a fee was charged, but the inspectors were typically veterinarians and I would be willing to bet a fee was charged for having them onsite at the slaughterhouses to inspect all meat entered into interstate commerce.
Now this does not address the original question of where to categorize such labels. The simple answer is to create a new category for joint federal-state inspection labels. Such joint labels were listed by the late Dave Wrisley in his pioneering State Revenue Catalog. If this had been known to him, I am sure he would have listed it among the Minnesota listings. But to someone who collects only federal labels would need to have it among the federal labels. Creating a joint federal-state category obviates the necessity of owning two examples, one to be placed in one's state collection and the other in the federal collection.
My answer will not be very useful. My only interest in state revenues are those that come from Minnesota, so it would go in my Minnesota state revenues collection.
