China Scott #247 And Unidentified Cardboard Stamp

I believe the first is China Scott #247, but I cannot find the second one in the catalog. The material of the second has the appearance of cardboard, but it was cancelled so I'm thinking it's not a Cinderella. Any input welcomed thanks!

Your #247 ID is correct. The stamp at right is a cut-out from a postal card, so it will not be listed in the Scott Standard worldwide catalog.
