Difficult to discern due to quality of photo. Appears to be perf 11 on top/bottom and 11 or 10.5 vertical. Judging from aspect ratio of the stamp, I would guess that it is Scott 634 (perf 11x10.5). Don't see any type II (634A) traits, but not sure they would be visible given this photo.
The photo / scan of the stamp is not clear but for that reason, or perhaps because of the stamp itself including terrible perfs, it appears to be very much like Scott #634(CF3) - a postal counterfeit. See current Scott Specialized page 969
The 634 counterfeits listed in Scott are perf 11.9 or higher, which should make them fairly easy to distinguish from genuine stamps. All genuine stamps of the same design have perf values in the 10 to 11 range. This stamp appears to me to be much nearer perf 11 than perf 12. Hence I would guess that it is likely genuine ... but probably worthless due to condition.
