What means "dowager" in the Chinese philately?
Is it a period of reign of a dowager queen? If yes, which one and for which period?

It's the Dowager Empress Cixi. The period of her power in China - usually acting as a regent - was between 1861 and 1908. The revolution and the overthrow of the monarchy occurred shortly thereafter.
