Is This French Stamp A Misprint??

So this is a French stamp from 1849 and I can't tell if it is a misprint or a scruff?

His face seems to be missing the eye?

Any help with this would be great.... I imagine if it is a misprint it would probably be quite valuable!

"Her" - it's Ceres. Appears to be surface damage or something adhering to the stamp.

hi... IMO --As it was mentioned - surface damage .maybe water damage in the face area and off to the feft side; .The grid cancel is also gone in the area in question.(early Russian stamps look like this after you soak them in warm water!-disaster)
