Green 1c Washington Design A139 But Can't Find Scott#, And What Is With The Streaks?

I don't think this is anything special, but just dotting the i's and crossing the t's...I measure the perfs here to be 10 horizontal and 11 vertical and apparently someone else did too, because it is written on the back of the stamp (another reason I don't think it is special). I'm not real great at reading the Scott Catalog but I still have not found an issue that matches these perfs.

Also, I am wondering about the green streaking, almost looks like someone brushed over it with a substance that caused the ink to smear. The back of the stamp shows evidence of being lifted, there are what look like paper fibers still attached to maybe 20% of the gum, it does not appear to have been firmly adhered before it was lifted.

Very curious about this one, I would be grateful for any insight anyone might have here. Thanks in advance!

Yes, Scotts 542, 10x11 rotary printed. Smearing is fairly common on these. It is a byproduct of the printing method.
