Correct me if I'm wrong but this sample seems to have a *price* that seems to be stamped on. Am I wrong here? If not, could somebody enlighten?

Very common occurance, especially in revenue stamps. Yes, the value was printed seperately from the rest of the stamp. The same basic stamp was used for a multitude of denominations.
