What might it be? LVB led me to think of a tram ticket: "Leipziger Verkehrsbetriebe".

I think it is not a bus or tram ticket. I have found an example of a ticket from 1942 in the web:

Thanks a lot, André and Perf.

A ticket was a long shot, I know. My hints were that the kiloware was mainly German, "Oktober" seemed German, and the date was mid-WWII. I guess it is some kind of tax/donation stamp to place in a notebook. Finding out what's LVB is the key, I think.

The shield is in the form of relief, that's why when it was torn the tear followed the lines of the relief.
I'm not a very good collector, so no watermark kit.

According to this article, LVB does represent a transportation network in Germany. Doesn't solve the mystery of the stamp but might provide some clues:

I think you're right Perf. And it reminds me of the Belgian coat of arms stamps of that time. And in Duch, close to Flemish, they write "Oktober" too.

The ticket theory is not valable because they were not perfed and plus they had number series on them.This is something else...

If it's about tax, there's"Land Value Tax", but that's in English, doesn't go with Okt 5, 1942.

Can it be war saving stamp?

Now the shield could be the emblem of Leipzig..

the lion is on the left with vertical bands on the right.
the 5.- is 5 Marks?

I suspect it's a revenue showing payment of insurance premiums to the Leipziger Verein-Barmenia insurance company. I'll check my references when I get home from work.

OK. I haven't found that exact stamp, but it's probably a revenue for the Leipziger Verkehrsbetriebe (Leipzig Transport Authority). You can see several examples from the DDR period here.

These would have been attached to a permit to show that the holder has paid the fee to use a particular transit line, road, etc.
