Stamp is probably a transportation pass validation stamp
Here is another example:



Description: "Weekly basic card for adults" of the Leipziger Verkehrsbetriebe, solid cardboard card with passport and fee mark field, used 1938-1939 for the purchase of discounted tickets, 11.5x8cm, good condition.
