Austrian Levant 1880 - Registered Or Double Weight Cover?

I am seeking information on the usage for this cover. 1880 Jerusalem Palestine to London. Franked with 2x10sld 1867 issue stamps.

The 20 sld rate was good for a registered letter or a double weight letter. I have seen registered items from this period with the "RECOM" hand stamped cachet as registry labels did not arrive on the scene for Jerusalem until after 1890.

However are there other markings here that would indicate a registered letter?

There is no registry marking present, no (writer's) endorsement like "recommandé" or "recommandirt".

The wrinkling gives it a look that it was once a double weight letter.
