Apparently, now any 2 cent Washington qualifies as a "Rare Red Line Stamp"

Hi, I'm confused, what should I be looking for, like others I do not see any red line. Am I missing something?

Yes, but at least the green version has a green line. This is the rare red line version that doesn't have a red line.
