Hi Again

This one has me stumped

I know the image is poor but the stamp is virtually obliterated by the franking.

I think it is from Germany/Austria/Switzeraland

it is french for sure on the cancell.....i think perhaps portugeese tax stamp?

It took some detective work, but Dutch US collector was right it is a Portugese Fiscal Stamp.
