If it's on an envelope it's not a traditional proof or essay, but it's nice whatever it is. I note that it appears identical to the central feature on Type C stamped revenue paper, except for the wording, so at a minimum it's evidence of other use of an engraved die that was used or incorporated into a revenue paper design.

This is a Lockwood & Co. postal stationery essay prepared circa 1874. It is an essay of the Type C revenue stamped paper imprint (listed in the Scott Specialized with the RN-C prefix) and is listed in George Turner's "Essays and Proofs of United States Internal Revenue Stamps" Turner noted that it is (or at least was) Thorpe #800. |

This, although printed on an envelope of the period, is not listed in the Catalog of United States Stamped Envelope Essays and Proofs. The closet reference to Thorpe 800 in the cross-index listing is 801, which is a currency envelope which does not resemble this one.
I would go with the revenue information provided spqr provided.
