Not really sure if this is a perfin or just some crazy after effect. Almost looks like a double strike or even triple.

Anyway, if it makes sense to anyone I'd appreciate the help. Thanks.

I agree that it is the Canadian Pacific Railway perfin. You can access the Canadian Perfin catalogue free online at BNAPS.org
