A Saudi Revenue Stamp?

Dear Stamp Community Family

Here I probably have a Saudi revenue stamp. Well, based on the coat of arms (palm with two crossed curved swords) I suppose it's a Saudi revenue stamp.



Can anyone tell me what kind of revenue stamp it is? Can someone translate the inscription? And when was it issued?

I had seen it before, but had no information. Google responded with that image.
