Probably in a hurry to get a drink after licking and stinking all those stamps! Don't imagine that 19th century stamp adhesive was all that flavorful.

This was a receipt document, from a bank or a company store or something similar where each line was taxed. The stamps are put on illegally, but there probably wasn't enough room for any other way. Pity the whole document isn't here.

In the revenue stamped paper section, this type of overlapping is called a "tapeworm" I believe? (RN-A10 and RN-A11)

That was used in banks, but it was deliberately printed that way. Covering part of adhesives in this manner was specifically against the law.

I strongly suspect they were put on at the same time. Perhaps a specie clerk's statement used in a Clearinghouse. Yes , too bad we don't have the full document.
