Hello forum!

Hoping that you can help identify this 10 Heller, Carmine with black numerals (10 on top), Overprint on bottom (20 PARA 20) and Perfin that look to be "B I O".

Also I don't see any "Varnish Bars" on this stamp. I have others which do have the bars so I am familiar with that aspect but I am confused about the Overprint and the Perfin, specifically does that change the catalog number for a stamp?

Don't know about the perfin, but the 20 para surcharge indicates it was used for offices in the Turkish Empire.

Without varnish bars, that would make it a SC#33 issued 1900.

Nice stamp. The perfin may be "Banque Impériale Ottomane".
