Looks like the paper is more rough (=damaged) in this part than on the undamaged parts of the stamp.

It looks like damage because the cancel is so heavy, it probably bled through to make the cancel appear lighter where the paper looks ripped.

Both colors (orange and violet) are affected due to paper damage

I believe the stamp was scuffed before it was cancelled.

hold the stamp to strong light, if the paper is thinner it's both damaged and the cancel would most likely be fake

(i say this because there's always a small chance of the stamp being damaged and then used by the poster)

but the odds are against as this is from the infla period.

To me it looks like the stamp simply got scuffed, I believe I notice a slight colour differene between scuffed part and surrounding stamp(uncoulered part).

There also seems to be a small scuff mark in the 0 at the right bottom corner.

So scuffed, used (in proper period).

Hope we all hear from the orginal poster, with regards to thin spot(s) or not.
