Is It A 364? Need To Confirm.

Not a 364, they are like 9 grand. It's most likely a 338, but it's impossible to tell without you showing us a picture of the watermark.

Definitely not 364 though.

I'm without fluid. I was just reviewing stamps for proper classification and thought I'd maybe missed this one. What points indicated def not? Thanks!

Blue paper is not blue, it is gray. To make a blue paper stamp stand out you can scan it on an orange background.

Here are two stamps, one is on blue paper.



As you can see, the blue paper stamp really stands out.

The paper is not correct for it to be a 364. 364 is described to be on "Bluish gray paper". Judging from the picture, this appears to be on the paper that Scott 338 and 381 were printed on. To determine which of those it is, that will require viewing the watermark with 338 having a double line watermark and 381 having a single line watermark.

Though this isn't a perfect example, it's a rough model of the differences between single and double line. The top image is a double line watermark and the bottom image is a single line watermark.

Based on your scan the paper is wrong for a bluish paper,the paper is too white. Additionally, the stamp has perforated initials which means that a sheet was purchased by a company which placed the perforated initials in their stamps to cut down on stealing by their employees. To the best of my knowledge there are no known blue paper stamps with perforated initials. This does not mean it could not be a bluish paper stamp, but does make it exceedingly unlikely.
