The first one is issued by Jiangsu province local government. The overprint (
left RIGHT column) shows the year/month of issue; the first two characters, "Yang Fire" and "Tiger" corresponds to the year 1926 (or more precisely, from Feb 13 1926 to Feb 01 1927) expressed in "ganzhi" or sexagenary cycle, the next two simply says "August". Not quite sure whether this "August" is that of the western calendar or Chinese calendar (for the latter case, late august to early october).
The
right LEFT column says "Usage restricted only for ****", which I cannot decipher the first two characters; let us wait until someone who understands Chinese will drop by.
The conversion between the cyclic years and western years could be found on Wikipedia; go to "A shorter equivalent method" and look at the table for 1924-2043. Pretty much complicated though...
