Definitely Scott 4128, the ATM pane of 18. ATM stamps were printed on thinner paper than their convertible booklet counterparts. Until the appearance of Scott 4437 three years later in 2010, I believe all ATM panes were die-cut gauge 8. From 2010 on, the ATM panes & convertible booklets were die-cut using the same gauge.
It's good to know. A few days ago, I brought a pane of these stamps to the post office to use them as Postage. The USPS lady asked me to give her the pane because she want to collect it. She handed me a booklet on sale now as exchange. :)
