Any CTO which has a printed cancellation but can be sent on envelope must constitute a mint stamp irrespective of APO's reason for printing the CTO, including for collectors purposes . If they can be sent then they are mint.
FDCs, there are AP and non-AP. The APO's are the only ones not 'sent' ('sent' equalling opportunity for damage) and have the FDI cancel. The others have been 'sent' and therefore are used stamps.
The APO's FDCs, are these hand cancelled? I always saw hand-cancelled stamps as used stamps. I've gone to the post office myself years ago and asked for various stamps to be cancelled whether it was the first day of issue or I wanted a gutter pair cancelled, for example. I see no difference to this compared to the FDC - a postal worker stamped them (also requested through the AP Philatelic section for cancellations ie FDI cancellations). They are now used stamps, I can't use them and they have been cancelled by a person as per AP rules and regulations. The only difference being they weren't given the chance to be mauled in the process of delivery. As such all FDC's hand stamped are used.
Everything else (Maxicards and so-on) I don't collect and have no idea what they are but if they can be sent they're mint, if they have been cancelled by hand they're used. All else, for example a machine was involved and they cannot be sent, they are neither mint nor used. If these 'everything else' have been soaked from whatever I suppose (dependant on postal cancellations) they would be no different to a used stamp. Anyway, as they are collected by some and fall outside (in my opinion) the above categories they are either bunched as such or singular specific.
in short -
Mint - can still be used for postal currency
Used - incorporates anything cancelled by authorised postal workers (note gum or lack of has never had a bearing on a stamp being 'used' before - wouldn't that open up a can of worms - early stamps in mind here, no doubt they would adhere)
Other - whatever doesn't fit the above descriptors - not my forte
Of course I am in no position to determine such things but it works for me.
