This cover was mailed to Glauchau, Germany and I am asking for 2nd opinion on the Scott #. Also any guess what the cancel says? Thanks in advance.

This appears to be U116, with a sloppy Chicago Ill cancel (the state abbreviation is what is below the city name and rather faintly outlined, with a good deal of splatter).

Here are two examples of U116 for comparison, a full corner cut square and an entire (UPSS 282):
