These Scott U646 stamped envelopes, have different colors for the eagle and the placement of the grey 34 cent is not the same. Also the numerals are fatter. Explanation?

The lines of the eagle are narrower as well.

This issue is known to have the color of the eagle across a wide spectrum of blues and grays.

The "34" is on a different plate/cylinder from the eagle. If the cylinders are not precisely synchronized, you get the "34" floating back and forth on a line parallel to the left edge of the top flap (viewed from the front of the envelope), which is the edge of the web. EFOs are known with the "34" several inches out of sync.

These envelopes were printed with flex, and the rubber plates wear resulting in a squishy appearance.

Here is an analysis I put together of three eagle colors:



Consider the one at the lower right to be the legend.

There is a mention of some later issue of this envelope being printed on a different recycled paper? Is there a way to identify them?

If you have an example of Tyrone paper in one hand and Manistique in the other, you'll know the difference! Tyrone is bright white and Manistique is a dirty blue/gray seemingly without much sizing (i.e., limp).

Manistique is known only for the large size envelopes (regular and window).

Usually, the USPS ensures you can tell the difference in paper suppliers by having the envelope manufacturer printing different recycle logos on the reverse. But, not in this case (at least as far as we can tell).
