The stamps are not offset - one can feel the ridges of the ink.
Unfortunately, I'm afraid I can't say if it is flat plate or rotary. The cover is too opaque to be able to notice anything on the back. In the same time, in natural light, on the front there seem to be a few spots of green ink around the right edge of the left stamp, however, they are not obvious.
