There was an extra charge of twice the normal rate for posting a letter at ship side or at a special office after the regular mails closed. The cancel on a 24¢ 1869 is very uncommon.

That is a rare cancel on a 24c 1869.

Here's an example I have on cover. Generally these were found on commercial correspondence where the supplementary mail fee (Often paid in cash as in this case illustrated below) was deemed "worth it" versus waiting another day or two for the next sailing.
