As many other threads on this forum have explained in response to similar inquiries, the measurements are approximate and serve to confirm identity after all other criteria also identify the stamp. The ink set off on the reverse of your stamps means they are flat plate, period. Ignore the measurements, because these are not rotary stamps. They are also the wrong shade of green. And you are using the wrong perf gauge. For these stamps, you have to use a Kisulas precision gauge.

Measuring the design is not an accurate way to define catalog number. The ink set-off (green ink) on the back of the Franklin indicates it is a flat plate print.
