Does anyone Have experience using Photoshop 23 to make album pages? If so, how do I make sure the stamp icon is the right size?

There are lots of great examples of homemade album pages that are very professional looking.

I scanned an existing blank ACE page and just copied the stamp grid for sizing.

I would not think that Photoshop is the ideal tool for creating album pages. Using a word-processor such as LibreOffice Writer or MS Word or a vector drawing program such LibreOffice Draw or Scribus would probably be a more practical proposition.
Alternatively you might want to look at a dedicated album creation application. I can recommend the free AlbumEasy, but I am more than a little biased
