SCF to the rescue!

First I want to thank Dan in particular, and everyone on this board for increasing my philatelic knowledge exponentially.

I consider myself to be very lucky. I bought a plate block collection at auction. Pretty pedestrian stuff but fair value. Included in the lot were 2 manila cards including some low value revenues. After looking at the material I spotted what could be a part perf R60. At first I followed the good advice of folks like Don, assume the stamp is the lowest value one, and do some work. Dan helped me alot with that work. I can't thank him enough.

Based on his insight, I took the stamp, a potential R60b, to the PF offices in Manhattan. That was a great experience. To see real stamp experts in action. I would advise everyone here to stop by. It is an amazing place.

When the stamp came back from the PF as a certified R60b XF 90 I was thrilled. Given that revenues are not my main area of interest I decided to consign the item to Siegel to fund my true interest, plate numbers and multiples. Siegel's were super professional and I was very pleased with the results of the auction(sale 1140).

I view my good fortune as a case of better lucky than good. In fact, this a happy story made possible by Dan in particular, and the fabulous folks occupying this board. Also it shows that there are some hidden gems to be found out there with some work, knowledge and help from the true experts.

That bottom margin has to be looked at very carefully, it does not appear to be cut in a way I would expect to see on a genuine stamp.

help me out on the bisect - it doesn't look tied, so how can it be proven to be a bisect??

It is extremely unlikely to find more then one forty years apart on the exact same item as a fake. There would either be only one, or several if one is going to bother creating an item like this, in which case more examples would be known. Also the package in question was a trial size rather then a regular size of the product, which would be much more likely to have a tax for which no stamp was on hand and available, necessitating a bisect.

If you look through my bisect census, you'll see that a large number of bisects with certs are not tied.

Revenue cancels are different from postage cancels. With postage cancels, the majority tie the stamp to the cover. With revenue cancels, because the purpose was to document payment of the tax and technically there was a requirement for both date and canceller's name or initials to be readable, the vast majority of revenue cancels fall entirely on the stamp rather than tying to the document.

Additionally, many revenue cancels were precancels, including manuscript cancels, which would not be tied.

Looks like the 10c IR provisional variety has achieved catalogue lisying status also, in the new specalized as R157a

Eyeonwall, once the government got their money (at the point of sale). once it became apparent that the original rules for use were too restrictive, most were removed. other than cancelling them, or placing them were they would be destroyed on opening the container or package they were placed on. people were thrifty and shifty both and while never sanctioned bisects were tolerated. use of a bisect on the Fish labels made sense as it sold for half the regular price and why have two types of stamps when half of one would do.
