I own the two covers shown here.





Postage until 2 November, 1917 was 2c per oz. Were these overweight one step buy only subject to single deficiency?

If not, can someone explain the taxing to me?

Both are double-weight covers which required 4 cents (in this case, 2 paid, 2 due).

Skimming the 1913 Postal Law & Regulations volume: There is no "double-due" penalty for these, just the amount of the underpayment charged as postage due since some postage was paid. "Double-due" would have applied if NO postage had been paid.
