Germany 1943 Postmark Translation

I can use some assistance translating the attached 1943 postmark from Germany.

The outlined letters at the bottom (Kartoffelkafer) translate as 'Potato Beetle', which is the insect in the postmark. I believe, but am not sure, that the top word is 'Dampf', which can translate as 'mist or smoke'. The word in the middle is beyond my ability to read. I suspect the postmark is part of a campaign against the potato beetle.

I would appreciate any assistance with an accurate translation. Thank you.

The beetle is called a Colorado beetle in the UK. The beetle can devastate potato crops over huge areas. I remember that in the UK in the 1960s small color posters showing the beetle were on our junior School noticeboard they told anyone seeing one to tell the police immediately. The Germans dropped canisters of these bugs on the UK in the second world war. But the canisters were too strong and didn't break open. Did the Allies drop them on Germany?
