Apparently, Mexico Revenue's prior to the revolution are not extensively cataloged, especially the overprints. Neither Forbin or Roberts really documents the overprints and I'm running out of ideas for research. MEPSI doesn't really deal in revenues, but there is a new catalog on the way.

Anyway, check out the picture and see if you can figure out what the overprint says. I can see DOA__PEG, but it doesn't correspond to anything in my searches.

I read it as COATEPEC, which is an overprint listed by Roberts. Coatepec is a small town about 5 miles south of Xalapa (the namesake of Jalapeno peppers) in the state of Veracruz. Just my speculation, but Coatepec is a small place, so that overprint may not be common.

By the way, this revenue has a beautiful mixed-perf, which I am sure you have noticed, but some viewers may have missed. The horizontal perf is normal (ca. 12) but the vertical perf is about 6. The left-hand vertical perf is an irregular of 6 and 12. Because 6 doesn't work well for separation, these are often cut apart giving straight edges.

The strange perf is thought to arise from incomplete penetration of the perfing comb, which has alternating long and short tines. At the left, the short times barely touch the paper, giving the irregular result and visible "hanging chads." This is the nicest example I have seen.

Forbin Lists a 6x12 perforation.

I have both 6x12 and 12x12 for this particular revenue stamp.
