There are few plating marks on this stamp that can provide guidance, especially for my limited experience. The small mark in the letter 'C' of cent, the top frame line and the partial right ball have me leaning toward plate 10, but still no firm match. There appears to be a faint horizontal line from the left plume to the left ball and a small dash in the hair to the right or ornament C as well as a few vertical scratches in the upper right border...none of which helped me narrow my search sadly.

Any help would be appreciated!

Bottom row f-relief. I think starting at Plate 10 and working backwards is a
good plan.

Passing an email from Deep Cert along:

edit2: I have updated/clarified the text below after further email.

Your stamp is 97R9.

The blob in C of CENT on the bottom row stamps of Plate 10 ALSO occurs on Plate 9. Plate 10 bottom row stamps have a guide dot in the LR corner. The OP stamp has enough bottom margin to show that there is no guide dot on it. Plate 9 lacks these guide dots.

The two horizontal blurs between orns L and M are the easy way to ID this position. The plating marks noted in the OP are all there.

Here is a reference scan -
