This is a reason to switch to
ebay payments, assuming it ever works. The
ebay buyer gets two bites at the apple. After 30 days, the transaction doesn't exist on
ebay, so frustrated buyers and scammers appeal to PayPal. There is no recourse without tracking. Tracking is not available to every country. I am not sure if a tracking number on a customs declaration is enough. Probably not for PayPal.
If
ebay would make it possible to select the Global Shipping program on a country-by-country basis and on projected price, it might be possible for sellers to make rational decisions about risk. A related problem is that items of value may no longer be shipped by First Class Mail International. Stamps shipped by ordinary mail could be potentially intercepted by customs and lost. Worse, it does not seem possible to print an a label with international tracking without printing postage or add a tracking label at the post office, making it impossible to use stamps.
It is possible to use generic tracking labels for domestic First Class Packages and use stamps, but the cost is 82 cents higher with stamps. If someone has a means of creating tracking labels for international mailing with stamps, I would like to hear about it.
A necessary response is to increase shipping fees for more expensive stamps and reducing the list of acceptable buyer countries. This problem does not seem to occur in some other categories.
I believe that PayPal cases after filed after 30 days may be scams. Blocking the offending
ebay buyer ID after PayPal rules in their favor may help. Too bad, PayPal lacks a block email address feature.
