Rabattmarke is German for "discount stamp". I guess the other text would be the name of the entity which issued it, but I can't read it well from the scan.

I believe vayolene is correct. I am guessing that these were saved in a booklet, or on a card until it became filled, at which time you could use the completed booklet/card as cash towards a purchase at the store.

The first name is probably Heinrich (Heinr.).

No. Even though the picture is bad I can tell that the first name is Heinr. for Heinrich. I wish you could scan - your pictures would be so much better,

This is my scan, and it's worse.
Looking at the stamp with x30 magnification - I couldn't see more details, the handwriting overprint hides what's underneath it.
The stamp itself is small: 2x1.5 cm.

The bottom part of the inscription is Waren-Spar-Rabatt-Marke = savings and discount stamp for goods.

If I had to guess, I'd say before World War II, but I have no idea how long before.

I think the overprint reads "H. Scheidt & Co." and thus the inscription at the top is probably something along the lines of "Heinr. Scheidt & Co." I wasn't able to find anything useful by Googling the name, though.

The story of these saving clubs is interesting, and predates postal stamps.
Funny thing, after it started declining in Europe, it was picked up in the USA, so something that started as a socialist idea, ended up as a familiar sign of a capitalist concept (the famous hunt for coupons).
