Does the date on the meter mark (SEP-7'33) refer to 7 September 1933?

Probably meant to be Sept 3, 1973. Someone not awake when they changed the date or misinterpreting it upside down when they did it. Nice stamp collecting thematic though.

Halfpenny, noticed that also. "Paquet" is the french word for the english word package. Makes sense as the envelope was obviously containing stamps from the philatelic branch.
